The cap
In Historic houses the house plans were placed inside upon completion of the house before the newel was capped. I guess the white is the cap.
Is it a finial medallion or cap? Does it cover where the joint is?
The little scrimshaw button or cap was mounted atop a stairway’s newel post as a symbol the mortgage was paid off and there were no liens on the property.
Mortgage button – mortgage papers were burned once pd off & ashes put in a hole then topped by the mortgage button!
The house is paid off. It’s a cap
